Even today, females are viewed as a burden in many parts of the country, which leads to an increase in feticide cases. The state of Bihar has launched a new scheme to address these issues. Mukhyamantri Kanya Suraksha Yojana is a scheme being run by the state government of Bihar for the purpose of promoting the birth of daughters. It was launched by Chief Minister Nitish Kumar. Under this, the girl’s family will receive financial aid in installments, which will be deposited directly into the bank accounts. The Government of Bihar has started a scheme named "Mukhya Mantri Kanya Suraksha Yojana" with the goal of preventing female foeticide, improving the sex ratio, and encouraging birth registration.Every girl child born on or after November 22, 2007, who falls into the BPL category receives Rs.2000 from the Bihar government via the Mukhya Mantri Kanya Suraksha Yojana.

The scheme's benefits are limited to two girls per household living below the poverty level. Women Development Corporation, Patna, Bihar, has deposited Rs.2000 in fixed deposits with UCO and IDBI Banks on behalf of the Government of Bihar. The girl child will be paid a sum equivalent to the maturity value when she reaches the age of eighteen. If a girl child dies during this time, the funds will be returned to the Women Development Corporation of Bihar.

The government is attempting to rehabilitate conservative culture through the MKSY, which laments having a girl and undervalues her in every way from boys. The government will provide funds to impoverished households with girls through this programme. The government will provide an incentive amount from the time a girl child is born until she completes her education.

Objective

The initiative strives to secure a female child's proper place in society, as well as her protection and security.

Purpose

In 2008, the Mukhyamantri Kanya Suraksha Yojana was established to protect the safety and security of Bihar's girl children. The Department of Women and Child Development is in charge of effectively handling the Chief Minister Kanya Suraksha Yojana 2021. The Ministry of Women and Child Development started this project with the primary goal of preventing foeticide in the state and increasing the sex ratio and encouraging the registration of births of female children. So that the state's females can remain fearless in the state. This will boost the girl child's self-esteem. The plan provides 2000 rupees at the moment of the girl's birth, as well as other cash in various instalments at various times. 

Benefit of the Scheme

The government will bear the expenses from the birth of the girl children till their education. It will provide financial assistance of Rs. 51,000 to the parents of the girl. The objective of this scheme is to promote the birth of girls. On the birth of a girl child, the first installment of Rs. 2000 is transferred to the account. After this, Rs. 1000 is given when the girl child is 1 year old. Then after passing 12th class Rs. 10,000 is given, which is followed by Rs. 25,000 after completing graduation. The details are as follows:

  1. The first amount of Rs.2000 is paid as assistance in the bank account of the girl's parents at the time of her birth.

  2. When the daughter turns one year old and her Aadhar card is issued, she is given a sum of 1000 rupees.

  3. When the daughter reaches the age of two, another sum of 2000 rupees is given as assistance.

  4. After finishing her 10th and 12th grade education, the girl child is provided an incentive of Rs 10,000-10,000.

  5. Finally, when the girl completes her degree, she will be awarded a monetary incentive of Rs.25,000.

  6. In this manner, the girl would receive a total financial aid of 50,000 in six installments under this scheme.

Eligibility/Criteria

The following criteria have to be met to avail the benefits of the scheme:

  • Only the girl children belonging to BPL families can avail the benefits.
  • A female child's birth must be registered within one year after her birth.
  • The recipient female child must be between the ages of 0 and 3.
  • No family member should be employed in any government office.
  • The parents of the girl child must have their Aadhar card and bank account.
  • The girl child should be a resident of Bihar.
  • To confirm the birth of the female child, a certificate issued by the hospital will be required.
  • The applicant's mobile phone number.

Only girls who submit their 10th grade marksheets will receive Rs 10,000, while those who submit their 12th grade marksheets will receive Rs 12,000. On submission of the same graduate's mark sheet, 25,000 will be awarded. Applicant must have an Aadhar card and a bank account in order to transfer funds via DBT to a bank account without difficulty.

Application process

You may apply for this scheme if you are a resident of Bihar state and meet all of the necessary guidelines and eligibility requirements. 

  • To apply for the scheme, you must first go to your nearest Anganwadi centre and fill out the Mukhyamantri Kanya Suraksha Yojana application form.
  • After that, attach a copy of all the necessary documents you brought with you to this form and submit it to the employee present.
  • You will be enrolled in the scheme if all of the information you provided in the application form is determined to be valid.
  • Following that, the family will begin to receive the benefits of this scheme.

 Documents required to be attached with the form include:

  • Address proof
  • Voter ID
  • Income certificate
  • Passport size photograph
  • Photocopies of Aadhar card
  • Identity card 
  • Birth certificate of the girl child 
  • Bank passbook
  • 10th/12th marksheet (for unmarried girls to receive Rs. 10,000)
  • Graduation marksheet (to receive Rs. 25,000)

Implementation

The initiative is run by the Bihar government's Ministry of Social Welfare. The Women Development Corporation (WDC), on the other hand, is the Nodal Agency in charge of implementing the initiative at the grassroots level. At the district level, the WCD's Nodal Officer collaborates with the DPO, and at the block level, with the CDPO. An Anganwadi worker is in charge of implementing the initiative at the local level.


The central and state governments are working hard to prevent female feticide in the country, provide social security for girls and women, and promote the position of women in society. Many individuals in society today, in the twenty-first century, regard the girl child as a burden. Many social groups and the government are continuously attempting to raise society's awareness in order to modify such people's mindsets. Within the first year of its implementation, the scheme benefited around 3 lakh female children born into low-income families. Approximately 15 lakh female children born in BPL families have benefited from the Government of Bihar's Mukhyamantri Kanya Suraksha Yojana during the previous three years. Additionally, through the implementation of MKSY, it has paved the way for the launch of UTI Children’s Career Balanced Plan and UTI Mutual Fund.
